CALIFORNIA LEADS WAY WITH ACCOUNTABILITY REPORT CARD FOR GUIDANCE PROGRAMS ...  The Support Personnel Accountability Report Card (SPARC) is a continuous improvement tool that gives a school site an opportunity to demonstrate effective communication and a commitment to getting student support program results. Modeled after the School Accountability Report Card (SARC), the SPARC was developed in 2000 by an advisory group of Los Angeles County counselors, counselor supervisors, counselor educators, and California Department of Education consultants. THE MISSOURI COMPREHENSIVE GUIDANCE PROGRAM  An Introduction for Administrators - Fall Courses run October 7-November 24, 2009.

Course Overview  This course will provide practicing administrators and administrators-in-training, an overview of the Missouri Comprehensive Guidance Program (MCGP) and the benefits it provides to schools including its contribution to the mission of the school and school improvement, including student success. Participants will be introduced to the concept of program versus position as it relates to school counseling and to the major elements and components of the MCGP. Participants will also identify those barriers that prevent schools from fully implementing comprehensive guidance programs and possible solutions to removing those barriers. Finally, participants will develop basic knowledge and understanding of the process of guidance program evaluation. Upon completion of the course, participants will have a greater understanding of the role and function of a comprehensive guidance program within schools, and of the responsibilities of the professional school counselor in planning, designing, implementing, evaluating, and enhancing the program. Participants will also have a greater understanding of what specifically they can do as administrators to support the full implementation of comprehensive guidance programs in their schools.

Participants Will:  As a final product, participants will develop a portfolio of products throughout the course that will help them to more fully implement the MCGP within their school or district.

 Senator Bob Casey (D-PA)  Introduces Bill to Add Counselors to the Nations Schools  This is an exciting time for school counselors!  Pennsylvania's Senator Bob Casey recognizes the importance of school counselors and the role we lay in student success.  Counselors around the country need to support Senator Casey in his efforts to reduce counselor/student ratios and to assist secondary schools to obtain funding for additional school counselors.  Please read the excerpt below to learn more about Senate Bill 3347 from a recent press release.

July 28, 2008

WASHINGTON, DC- U.S. Senator Bob Casey (D-PA) today introduced the Put School Counselors Where They're Needed Act which aims to put more counselors in struggling secondary schools.  The bill would create a competitive grant program under No Child Left Behind to help reduce the drop out rates at low performing secondary schools.

"One of many challenges secondary school counselors face today is ensuring that every student receives the individualized support he or she needs," said Senator Casey.  "Low-performing secondary schools need our help to make sure they have enough counselors on staff so all students are given the opportunity to succeed."

Currently, the average counselor-to-student ratio in America's public schools is one to 476, which hardly allows for individual attention and intensive support.  The American School Counselor Association and the American Counseling Association recommend one school counselor for every 250 students for all schools and an even lower ratio for counselors working primarily with students at risk.

This bill is supported by the National PTA, the American School Counselor Association, the American Counseling Association and the National Association of College Admissions Counselors.


AMERICAN SCHOOL COUNSELORS ASSOCIATION (ASCA)  Reaches out to the Homeless ... ASCA has partnered with a not for profit the Faith Based Community Solutions, Inc. (FBCS) in reaching out to the homeless in the West Palm Beach, Florida area.   FBCS runs a project that goes beyond feeding the poor but provides survival kits with the key items we all need to survive.  FBCS needed back or shoulder packs to use in preparing and distributing these items and ASCA came to the rescue.   ASCA provided 150 wonder shoulder bags that were used at a previous national convention which are perfect for the project.   Thank you ASCA

Carl D. Perkins Career and Technical Education
                  Improvement Act of 2006

A critical task for state-level guidance leaders is leveraging federal and state funds that enable them to carry out their important leadership roles.  A major source of funding for over 90 years has been federal legislation for career and technical education.  The current version of this legislation is the Carl D. Perkins Career and Technical Education Improvement Act of 2006.

What does the Carl D. Perkins Career and Technical Education Improvement Act of 2006 say about guidance?  School counselors are mentioned over 16 times in the Carl D. Perkins Career and Technical Education Improvement Act of 2006.  Five times school counselors are simply called counselors.  The term career guidance and academic counselors is used 10 times while the term career guidance and academic counseling professionals is used once.  Most of these references focus on the initial training and the professional development of counselors along with career and technical education teachers and administrators.

The Act also provides several definitions of career guidance and academic counseling.  The first definition in Section 3 of the Act states that the term career guidance and academic counseling means guidance and counseling that provides access for students and parents to information regarding career awareness and planning and provides information about career options, financial aid, and post secondary options, including baccalaureate degree programs.  In Section 118 the description of career guidance and academic counseling uses the word programs that promote career and education decision making focusing on education and training options and preparations for high skill, high wage, or high demand occupations and non-traditional fields.  Finally in Section 124 of the Act career guidance and academic counseling is described as a program that assists students in making informed academic and career and technical education decisions including encouraging secondary and post secondary students to graduate with a diploma or degree, exposing students to high skill, high wage occupations, and non-traditional fields as well as academic financial aid counseling.

Why is the Carl D. Perkins Career and Technical Education Improvement Act of 2006 important for the work of state-level guidance leaders?  It is important because it can be a source of funding at the state level to assure that adequate personnel, staff training, and the necessary equipment and materials can be provided to local districts.  It is important because it can provide state-level guidance leaders with the necessary support and resources to provide state-wide leadership to strongly support school counselors and counselor educators.
